The OCC Cosmetic Coloring Pencils can be found here, they come in 12 colors and are all vegan and cruelty free.
They're all VERY pigmented, as with the rest of the OCC products and can (mostly) be used on eyes or lips!

I've had loads of compliments on my nails when wearing their colors and they're really hard wearing. I was also really impressed with their top coat even though i've been a die-hard Seche Vite fan for years... could this be the vegan, non-toxic version i've been looking for?!
